Reyes is a highly opinionated man. Staying at a lower ranking for longer than needed has given Reyes a great deal of experience as a foot soldier, allowing him to better communicate in battle and understand his allies. He shows contempt for Marines that are older than him, due to his paranoia that he's being judged by them for not being at their level. Equal to this, is Reyes' underlying irritation with fishmen. He feels that their strength gives them an unfair advantage that humans just can't compete with.
He has 3 annoying habits:
His smoking habit had at least been replaced by the bubblegum, which is less annoying though can get irritating for some. The need to polish his shoes is a bit mysterious though and some attribute it to his long time in the Marines.
His more positive traits are easier to spot. The man is open minded, adaptable (changes based on the situation at hand) and friendly (as long as there aren't any old Marines or fishmen about). Reyes' style of justice can be put down as "Improvised Justice": he makes it up as he goes.

Background
Those born in Logue Town rarely have troubled pasts. That theory stays true with Reyes. His parents were aristocrats on the island, living how most people dreamed to live. They named their child Reyes; just Reyes. Growing up in Logue Town was good for the young boy but gave him a need to see the outside world.
At sixteen, Reyes joined the Logue Town Marine forces as a recruit after his parents gave him a teary eyed sendoff. He entered the Marine forces to learn about how other people lived and what the world was like, but had no skills to fit the bill. Over a few years he trained, making his progression to Petty Officer at a snail's pace. He eventually got transferred to a patrol crew who were governed by the infamous "Swiftsword" Yojimbo.
Yojimbo was a good captain that was well respected by his crew, if not feared a little. Under his captainship, Reyes captured his first bounty and the crew's approval. Up until that point, he had been known for his rich background and had a hard time proving himself, but his training was slowly paying off. He reached the rank of Warrant Officer with two captures under the belt and a mastery with his weapon. The crew gained an infamy for being ruthless in their captures but wavering in their judgements. Yojimbo would sentence a thief who stole for his family to manual labour, but kill another thief who stole for personal gain.
Due to this, the top brass were unhappy with the captain. Yojimbo had recently taken the 23 year old Ensign Reyes under his wing when they were blockaded. The admirals ordered the assassination of the captain, who fought back against the 6 ships surrounding. Unsurprisingly, Yojimbo went down with the ship. The rest of his crew were allowed to live as they weren't the targets, though they were bitter about losing their captain. Reyes (also unsurprisingly) survived, though he lost an eye due to a nasty shrapnel incident on the lower decks.
The men were taken off active duty and let off in Logue Town once more, captainless and hopeless. Many left the marines and got drunk or started riots against the Marine forces that were easily quelled. Reyes kept working on his form with the axe and shield that he'd been perfecting for the past 10 years. To replace his eye, he was given a cybernetic replacement by a skilled engineer. It not only replaced his sight but also provided night vision, heat vision and very basic x-ray vision.
Reassigned to one of the captain's who killed Yojimbo, Reyes developed a calm and cool sensibility. There was nothing that could be done about the murder, Yojimbo crossed lines and he knew what he was doing. Instead of taking up arms, Reyes took up smoking to calm his nerves. Eventually he became a lot more focused on the real prize, pirates. He had heard of a leaderboard of Marines who captured the most bounties. Some said it sat in the Admiral's office, showing anyone who dared to enter who the top Marines really were.
Over the course of a 3 year period, Reyes captured 20, 000, 000 Belli worth of criminals, his goal to get on that list. A shipwright even crafted an Adam Wood shield as a thanks for capturing a vagabond named Redy Moss. He became known as a pirate hunter and some joked that he should have been a bounty hunter. This put him in a spotlight, his axe and new shield protected him like a guardian angel and the higher ranking officers noticed. He was quickly pushed through the ranks until he found himself at the age of 30 as a Commander in a Grand Line patrol crew known as the "Inglorious Custards".
Marines weren't the only ones that noticed his power and influence; pirates stronger than he took notice of the crew that stopped slave ships and apprehended their drug vessels. They took notice of the golden boy that had gained enormous amounts of fame. They took notice of when said golden boy went to take a leak over the side of the ship and kidnapped said golden boy before the Marine forces could do a thing.
2 weeks later, Reyes washed up on Sabaody after escaping the drug lords. He was no longer the golden boy though, he was a wreck, his body was bloodied and his cyborg eye no longer worked for some reason. He spent a few weeks sailing around the Grand Line, beaten and hopeless; his skill lost. He eventually took a marine ship to his home town and sat in a pub, drinking his woes away for a year. Eventually, the Marines who had loved him came to forget him and life went on without "Pirate Hunter" Reyes.
For his 32nd Birthday, he visited his parents' stately home. They showed their disappointment. They believed he was capable of more than withering away in a pub. After a few grand speeches that were too corny to repeat, his father convinced him to return to active duty once more. Reyes returned to the Marine forces as a nobody, with all his combat skill reduced to barely average after his yearlong pubcrawl. The man was once more determined to get onto the list which may or may not have existed, pushing himself into training harder than ever. He started it off by catching a high profile fraudster who was sailing between the islands creating fake currencies. He also decided to quit smoking. Good for him.

Weapon History: Given to him by a shipwright from the East Blue in thanks for defeating the tyrant who had been destroying imports to make the civilians reliant on his overpriced goods. The axe was just a simple axe given to him by the Marines when he reached the rank of Petty Officer. Both were left on the Marine ship when Reyes was kidnapped, but they were returned to him when he was found on Sabaody.

Just a little thing, does he have any named attacks in his strikes, or would it be just made up on the spot? If it is then just put that down.

Yuppiedoodles, approved, though I'm not quite sure if I should ask you to put something in the biography about his feeling for fishmen, then again there doesn't really have to be as much traumatic events about dem fishes
